Triage source: Department of Water Management
This issue involves a bit of non-coding sleuthing. We need to find out if there are any routine Chicago public meetings related to water in the city (i.e. water rights, scarcity, pipes, management, etc). One good place to start will be the Department of Water Management, which appears to not have meetings posted. Let's give them a call and find out for sure. If they don't have meetings themselves, let's ask if they know of any related Chicago departments that are holding public meetings.
If no one is holding public meetings on water in Chicago, we will have identified a gap in public access. Water rights/scarcity will only become more of a pressing issue in coming years—if the Chicago/Dept. of Water Management isn't providing a forum for public input/information I'd say we have a problem.

@diaholliday , is this issue resolved here, or do we want to look for more departments?
This would still be a good research issue for a non-coder. I listed the meetings link for the Metropolitan Water Reclamation District of Greater Chicago but I'm still not sure if the Water Department hosts meetings or not. Could be resolved by a phone call to their office.
Recent leadership shakeup at this dept., noted in Tribune here.
I'll call their office tomorrow morning.
