Cannot equip armour

Hey, when i go into equip mode and right click with armour it just put the armour in hand not in the armour slots.

I am having the exact same issue, and can't seem to find support for it. I am shift clicking when I try to add it and it is not working. I have tried all the available builds of Citizens to no avail.
