Static wait ratio for timed traffic lights

Currently traffic light sensitivity is adjusted according to adaptive step switching where the most commonly used option (default) is to switch to the next step if flow ratio < wait ratio.

Could it be possible to include an option where we can statically enter a numerical fixed wait ratio for each state such that it only switches to the next step if flow ratio drops below the statically defined "wait" ratio?

This is because most adaptive traffic lights in real life (that use loop detectors) use this technique, which is based on "saturation ratio" in real life, and i hope this feature can make timed traffic lights more realistic!
