@y0rune I was able to resolve this one. Please claim the serial numbers into the network. It should go after we set the net_id fact. That resolves the problem for me.

@y0rune Since we've cleared a few other PRs I'd like to revisit this one. If you could, please update based on my comment and it shouldn't be a bad one to get merged.
