support breakout operation pm dcnm_interface module

current behavior

dcnm_interface module only support provision new interface on existed physical interface, since switch could support breakout certain interface to multiple sub interface. dcnm_interface could support breakout operation with provided breakout option like 10g-4x and also should support unbreakout operation.
