🐞 Bug: [ Draggable Panels Do Not Come to Front When Clicked if Overlapped ]

Describe the bug
When using the Vue simulator, there is an issue with the behavior of draggable panels such as the element panel, properties panel, timing diagram, etc. When these panels overlap, clicking on a panel that is behind another does not bring it to the front as expected. This issue affects the usability of the simulator, as it makes it difficult to focus on and interact with a specific panel when multiple panels are open and overlapping each other. Also there is an existing z-index issue with navbar.
Steps to Reproduce
- Go to /simulator page.
- Drag one (or multiple) draggable panels on top of each other.
- Click one panel to bring it front
- It doesn't respond to click
Expected Behavior
I expected that clicking on any overlapped draggable panel would bring it to the front, allowing it to be actively used and interacted with. Also there is still dropdown menu issue with tabsbar.
