[BUG] Cannot force messages from NSFW channels to be posted to non-NSFW starboards

Describe the bug A clear and concise description of what the bug is. When using the /utils force ... command, it is not possible to force-post a message from a NSFW channel to a non-NSFW starboard.

To Reproduce Steps to reproduce the behavior:

1. Use the /utils force ... command on a message from a NSFW channel.
2. Set the destination as a non-NSFW/SFW starboard.
3. The message will not appear.

I reverted the change that allows forcing of messages from nsfw channels to non-nsfw channels to avoid the risk of violating the ToS. It's possible that Discord is fine with it but there's no easy way to know, and it's not a risk I want to take.

I'm leaving the issue open, feel free to share your thoughts.
