Implementation via Ripple's ledger

Just a thought, since CirclesUBI scheme is based on trust I believe it could be implemented via ripple's xrp ledger because it allows you to issue IOU to any counterparty. The IOU can represent any currency, including non-existing.

Ripples does have the exact same system. But won't we be limited in the additional on-chain logic we can add if we implement circles on Ripples?
