Use xdg basedir spec on linux

Instead of ~/.circleci, configuration should be in the $XDG_CONFIG_HOME/circleci/ and cache (safely-deletable files) should be in $XDG_CACHE_HOME/circleci.

Not just on linux. I don't want to see (and shouldn't expect) ~/.circleci in my homedir on macOS, either.
