[FEATURE] Display the active POAM

Is your feature request related to a problem? Please describe. Display the active POAM, one for one, with CKL and Patch Vulns (single Nessus file) to show items that are open and manage them

Describe the solution you'd like

• Generate the POAM automagically
• show items as they are
• allow setting likelihood, severity, mitigations, overall risk level, etc.
• save updates in the record
• show a dashboard, listing (server pagination), and reports

Additional context Allow download raw data or eMASS data (use Navy format as that has the most columns -- can remove some)
