Options menu doesn't have enough scroll space for Plugins section (in cata classic)

It looks like the plugin section exists beyond the scope of the scroll bar, so it cannot be scrolled to.

Steps to reproduce

Have a plugin. Open the options menu. Try to access the settings for the plugin.
