Corrected pkgmeta and ToC files

I made several corrections and updates to the ToC files, pkgmeta, and release*.yaml files.

• Upgraded GitHub Checkout to v4
• Use BigWigsPackager v2 mainline rather than a specific version
• Organize the *.toc files to load libs in the correct order
• Add missing libs to the *.toc files (OptDeps and libs\ lines)
• Point pkgmeta to lib URLs that exist (wowace URLs haven't existed since Twitch bought Curse, let alone Amazon buying Twitch)
