If non English locale is selected, prerequisite validation should ensure that the OS is capable of using the selected locale.

If unmet, create a new admin task.

The locale option is enabled here on my server however I do not know what Admin task would be.

This is a feature I would like to implement. It does not currently exist.

Enable the application to detect if the server on which it's running actually supports the desired locale/translation

UI locale should not be dependent on system locale.
