When resetting Windows Update it fails to stop Wuauserv, especially if there is some kind of process Update might be doing. The fix is stopping Usosvc first. Otherwise will constantly try to come back on if you can even get it to stop in the first.

Simply using Reset Windows Update feature when there is any available updates on the Windows Update screen.
