in place upgrade in windows 10

after doing a in place upgrade of my os i trired to update my apps after doing so

clicked on main page under install i click on get upgrades /get installed it say wiget not installed next it spits out a
above that is say warning winget was not found due to unavailablity reson next i tried an clicked on use chocolately thas a no go as well use it to install winget it thats works but if i tried agini it fails with same error i also opened up web browers to in install from winstall.com no go then as a last ditch effort i clicked on the config tab in winutil then reinstall winget that lead no wherer but then bingo one last hope but fails anyway i go to chocolately packages in my brower it install but your tool wont work

i can't recall what i did to fix it but if you run your tweaks first and select set service Microsoft Account Sign-in Assistant to manual it shut off that are need for the app to install on first run
