Microsoft Edge background activity disable

Is your feature request related to a problem? Please describe. Hello. Even with all GUI options disabled MS Edge often runs as background app. Or sometimes it can be "WebView 2" also running in background.

Describe the solution you'd like [HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Microsoft Edge\Main] "AllowPrelaunch"=dword:00000000
