Takes minutes to launch on 24H2

Describe the bug

Winutil sometimes takes long to launch from powershell, installs are also very very slow. Tried Winget reinstall but that gives some errors and also takes a while

To Reproduce

Steps to reproduce the behavior:

1. Launch admin powershell
2. Paste winutil command
3. Wait for it to launch
4. Try Winget reinstall, see some errors and see how long it takes. Also try installing a program.

Expected behavior

Less or no errors and near instant launch & install like previously

Fresh official 24H2 install, nothing tweaked, everything's stock

Edit: launching sometimes works fine, not always tho. Installing programs however is still insanely slow, I've even fully reinstalled 24H2. I also still have W10 and it works perfectly there, no errors when I reinstall Winget & installs are quick.
