I'm having the same problem with Google Chrome on Windows 11, version 23H2. I've reinstalled WinGet, and it's now updated to version 1.8.1911.
Failed to install Google.Chrome.

BR from France :-)
same.
I have same issue with: Netbird.
After I choose 'Yes' I get a windows asking for login and password.
My account is a MS account. I login by entering a PIN (not password).
I got the same query for Spotify (well in PS window it's not exactly the same, but Spotify is upgraded and Netbird is a new install), but after providing the credentials (the same) it installed successfully.
Netbird installation:
Spotify upgrade (but it also worked when I installed it some time ago):
I will try the same on other computers.
Windows 11 Pro Winutil version: 24.11.25.

The user credentials box is not an error. It indicates that it could not install the application with admin mode so it will ask for the credentials of a regular user to install it that way. Some applications like Spotify for example work like that and that is why it is implemented like that. You can also try doing a "winget install "exact name of application shown on the popup"" and do it manually.
