recent documents doesnt work

Describe the bug

I removed the feature that gets rid of recent documents but I use that a lot so I got the utility back and I told it to undo that tweak and I restarted and recent documents still don't show up.

Even when I right click on quick access and go to options and then select "show recently used files" and then click apply. It does nothing it wont add recently used files.

I even opened C:\Users\Christian\AppData\Roaming\Microsoft\Windows\Recent

This is empty and it the documents I open don't come up here, so its not even writing the new documents I open to that folder.

Was reading another article and I just noticed that the taskbar jump list is also not working.
