high disk usage when Tweaks - "Set services to manual" ran

Describe the bug i noticed this on multiple laptops not just mine so i straight don't check it, when "set services to manual" is ran, i notice in task manager that System services uses abnormally constant relatively high disk usage, about 5.0MB/s

To Reproduce Steps to reproduce the behavior:

1. Go to 'Tweaks'
2. Click on 'Set Services to Manual'.
3. Restart
4. Check Task Manager
5. while Task Manager is open and issue is occuring, Undo Tweaks to see the issue being gone
