Improved formatting/comments

win10debloat.ps1:

• Improved formatting to increase the readability of the script
• Made the comment's formatting more consistent Much of this was previously in my pull request #285 but there were issues with the diff creating confusion which caused it to be closed. So I'm redoing everything and putting them all into separate pull requests to increase clarity on exactly what has changed. If the diff still ends up being confusing, I would recommend looking at each individual commit as they say what exactly is done and the diff usually isn't as bad.

The upcoming update will probably break this, please don't close it though as I intend to fix it for the update.
