Update linutil cargo lock version

Description

• After #693 the cargo lock was not updated leading to cargo lock issues in PR (again).

it's not that big of an issue it's not even an issue tbh

Will cause issues if any older PR is pushed that has cargo changes ( Currently none , In case someone opens a new PR with older cargo lock with changes )
