VSS by default is set to manual and isn't changed. Simply running the tool should fix this as I updated it in march to set these to defaults.

This was fixed in #637

Not possible due to versioning from blizzard. Chocolatey also tried to create a package for it and it was rejected.

Not really a fan of many of these packages even in Linux, but in Windows there is far better alternatives and I'm going to close this request.
