Could you run it with more verbosity: cargo-cacher -ddd -i /opt/data. When I do this same thing, it works correctly:

$ sudo mkdir /opt/data
$ sudo chown $USER:$USER /opt/data
$ cargo run -- -ddd -i /opt/data
