Let's please be respectful and not hate on someone developing programs for people to use without any cost.
It didn't break because of the developer but rather because of an operating system update, this is far beyond his control. It will keep breaking unless you convince Microsoft to help on this project or you have a time machine to predict the future.
He does however seem to not be updating this project anymore but with a life not all efforts can just go into one thing.
You said you could write better code than this, so why not just pick up from where he left off? It's just C++ and Windows API shenanigans so it should be very easy for you!
