Taskbar does not center and no console shows up

Describe the bug Taskbar does not center at all. No console is displayed either.

To Reproduce

1. Make sure "Don't center taskbar" is not checked.
2. Make sure "Show console" is checked.
3. Try apply/start/restart TaskbarX

Expected behavior The taskbar to center and the console to show up.
