Wont apply setting to Screen started after app has launched

The tasxbarX wont apply setting to the taskbar started on the new screen after the Windows/new screen has started

To Reproduce

1. Login into the windows
2. Let taskbarX start and let the effect take change
3. start new display with win+p and select extend
4. The new display should have the taskbar with default windows settings. Restart taskbarX and the new setting should take effect on both the displays and that should fix the issue.
5. Disable the new screen and enable the new screen with extend display option and the issue should appear again

Expected behavior the taskbarX should have automatically detected new screen and applied the new settings there
