Taskbar visual glitch on monitor change or wake form sleep

Often (always?) when my laptop wakes from sleep, or I remove an external monitor, the taskbar glitches with a line across the bottom - running TaskbarX again clears/fixes it:

To Reproduce Steps to reproduce the behavior:

1. External monitor connected
2. Remove external monitor
