@ilayn If I set the environment variable `CC`, will it be used when compiling `scipy` using `uv`?

Build on Windows using `vcpkg`

I've used the crate [vcpkg](https://crates.io/crates/vcpkg) in `build.rs` and `gsl-sys` now builds on [Windows](https://github.com/Chris00/rust-GSL/actions/runs/13032527710/job/36354873659).
