[BUG] Waystones not generating in 1.20.1 Fabric

Just as the title says, there's a less than 10% occurrence of waystones actually spawning in CTOV villages, despite waystones having force spawn in villages on. I'm not sure what exactly the issue is here.

Minecraft Version 1.20.1 CTOV Version 3.4.2 Add-ons used Waystones 14.1.3
