Also have this issue - link for downloading 1.13.2 for use with Minecraft launcher not working. Error: "Tag or commit 'jitpack-d4cd7b00a-1' not found. Rechecking."

Temporary Fix: Instead of using link quoted in the readme, use this link which was the official link form approx Dec 2018 - https://jitpack.io/com/github/Chocohead/Rift/jitpack-d6893ec777-1/Rift-jitpack-d6893ec777-1.jar

Im having the same problem. I tried giving a game directory to AppData/Roaming/.minecraft/versions/1.13.2-rift-1.0.4-SNAPSHOT but that same thing happenned. I even tried creating that passage /Users/Name/AppData/Roaming/.minecraft/libraries/com/github/SNAPSHOT/Rift-jitpack-SNAPSHOT.jar but it didnt work.
