Allow Quote-Posting of PeerTube videos

Mastodon's recent blog post talks about their recent work on a technical specification for the Fediverse that allows for consent-respecting quote posts.
A lot of engagement with PeerTube comes from other Fediverse platforms such as Mastodon, and allowing PeerTube videos to be quoted across such Fedi platforms would increase visibility and engagement.
Describe the solution you would like
I would like PeerTube to implement this technical specification to at least the degree that would allow for the quote-posting of videos objects federated to Mastodon.
I came to this repo to ask for this exact thing. I'm glad it was already brought up. I frequently want to share videos from a few PeerTube channels I watch.
Currently I have to either boost the video without any commentary of my own, boost the video and then boost my own comment to it, or manually include a link to the video.
All these three solutions are worse than proper quote posts.
Quote posts provide a more seamless experience for both the person quoting and the people viewing it. They also allow for better control on the part of the original creator (including the ability to remove your post/video from an unwanted quote afterwards).
