generate-video-storyboard after creating transcoding jobs

Describe the problem to be solved

When I upload video to Peertube first it manages torrent and then makes storyboard. Only when storyboard is done, then it creates transcoding jobs.

I want Peertube to start transcoding jobs first so my runners can be busy and then do the rest. Since generating storyboards takes precious time my runners are just waiting for job.
