Remove Redundant (and Errored?) 'Privacy' from 'Publish' Page
Describe the problem to be solved
When I want to stream on my PeerTube server, I click 'Publish' in the upper right of the UI, then select the 'Go Live' tab. I'm prompted to choose a Privacy setting for the new Live, so I select 'Public'. I then press the 'Go Live' button.
When I do, a new Live is created, with privacy set to 'Private', not 'Public,' contrary to what I selected.
This is because, when you first create a Live, it always creates a Private Live and then brings you to the Update page, where you can fill in a title, tags, and all of the other settings you might want to play with. So, selected 'Public' from the Publish page doesn't actually create a Public Live; it just creates a Private one and pre-populates the 'Privacy' setting in the Update page that you get forwarded to, so it'll go public once you click the 'update' button.
This is pretty confusing and redundant.
Describe the solution you would like
Remove the 'Privacy' drop-down from Publish -> Go Live. When users are prompted to enter the video title, tags, etc., they'll see the Privacy drop-down there and update their privacy accordingly. I don't think it's necessary to prompt for privacy before the new Live is created, especially when the newly created Live isn't created with the Privacy chosen.
