Allow different redundancy options for peertube instances on the host

Currently peertube lacks the ability to use different redundancy options for specific peertube instances / followings.

Describe the solution you would like

Add redundancy options for specific peertube instances on the host instance.

Instance A could have strategy recently-added with min_views of 10 and a size of 200GB with lifetime of 72 hours.

Instance B could have strategy trending with min lifetime of 24 hours and a size of 50GB.

And so on.

This way admins can support other peertube instances without one of them monopolizing all of the resources of the redundancy host.
