Do not listen for stream until the stream has been published
Describe the current behavior
Due to how peertube works, unpublished stream will always default to private, this can cause issues when the livestream has started before even it was published. The stream will then be unmodifiable and be private for the rest of the stream
Steps to reproduce
- Create live
- Start stream
- Try to publish
Describe the expected behavior
Peertube shouldnt be listening for the stream before it is published to minimize issues.

You're only talking about the "Normal" live right?
I believe I was talking about Normal live at that time, so yes.
