Describe the problem to be solved

Some PeerTube instances receive spam comments that usually contain a hyperlink to a website. Manually reporting or removing spam takes time and is inefficient.

Describe the solution you would like

An option to automatically hide (or not publish/relay) comments that contain a link. When such a comment is posted, a moderation report is emitted and moderators can accept or reject the comment. The comment's author should at least be warned that their comment is not yet public.

This approach is very effective on WordPress for example. Rapidly after this option is enabled, spammers stop posting comments.
