Update `Chipay` to `Payouts & Disbursements` in the footer section

Problem

Currently, we have Payout instead of Payouts & Disbursements on the community website. We need to change it to the correct product name.

2. Update the code: In the Index.html file, go to the line 248 of the code and replace Chipay with Payouts & Disbursements
