Manage User - duplicates (message is cryptic)

I could add a duplicate id.

Works. Message is cryptic. I will change this issue to be about the message and reduce the priority.

Tested this issue in (https://webapps1qa.cityofchicago.org/opengrid/#) . Tried to create a new group with an existing id (testrh1). Received a duplicate message. Couldn't test this on WG application don't have admin config rights.
