Enable permits to be the block and not just the point.

From OEMC: • Permit data - permit data for an event may be several blocks, but only plots a single point on WindyGrid.

Does the permit data come with the geometry for a line or a polygon? It seems like the permitting software would have to permit the data entry staff to draw an area to represent the block(s).
