GUI: Launch terminal/powershell with chia in the PATH
This is envisioned mostly as a support tool, but also useful for running a quick CLI command.
The GUI can spawn a terminal or powershell instance with the PATH configured such that chia can be invoked without needing to know where it's installed. Because the installer-based installs have the CLI buried deep inside the app, it can be tricky to run the CLI.
