FEAT: [CADT] Use the DataLayer RPC `clear_pending_roots` to recover from a stuck singleton state

Since we have the DL RPC to remove any stuck singleton txns, we should be using that in CADT to clear pending roots to enable a smooth recovery when a singleton gets "stuck"
