Add detect oid of C9800LCK9 for wlc_clients

General information

Oid of C9800LCK9 is present in SNMPSection detect for cisco_wlc but missing for cisco_wlc_clients. Therefore "Clients <SSID>" services are not created for WLC C9800LCK9.
