feat(release): Provide precomplied binaries as part of releases

KICS is a Golang based project, release pipelines are well understood. Providing precompiled binaries would greatly ease consumption.

Describe the solution you'd like

Running KICS inside a custom image with other tooling require compiling KICS on every build. Having precomplied binaries means installation via asdf or dra become trivial.

Describe alternatives you've considered

We are unable to run KICS in its own container inside our cluster due to compliance constraints
