`.bunfig.toml` `globalDir` and `globalBinDir` is not respected on Windows 11

I have the same problem on Linux with bun 1.3.3. ``` $ rm -rf /home/chaz/.bun $ rm -rf /home/chaz/.local/share/bun $ mkdir -p /home/chaz/.local/share/bun/install/global $ mkdir -p /home/chaz/.local/share/bun/bin $ cat >$XDG_CONFIG_HOME/.bunfig.toml
