Order of the offset_conv's output

The offset_conv in DCN gives out a [B, 2*kH*kW, W, H] tensor. If the 2*kH*kW channels are organized by kH*kW channels for horizontal offset then kH*kW channels for vertical offset or '1 channel for horizontal offset and 1 channel for vertical offset' repeated kH*kW times ? Thanks for your kindly help
