Facility for providing deleted etc samples

When a post is deleted, we can no longer !!/report it. It would still be nice if there was an API or whatever so that those of us who can scrape samples could provide them into the archive.

Sounds like a great feature, especially since it will help us reduce the number of false negatives passing through the system.

One thought though: this feature should require a post URL and check that the post is actually deleted before adding to the database, to avoid any chance of something being autoflagged incorrectly.

I have a related system proposed and in Shog's to-do list to look at. I'd like to surface spam deleted on SO to Charcoal automatically so we can glean blacklist items from stuff we miss, in near-real-time.

Since Shog no longer works at SE Inc and I assume that this system is either gone or stalled indefinitely, I wanted to poke this issue again to see if we want to either poke SE about it again or implement a way to have user-created spam posts.
