Feature Request: Allow ability to take snapshots through NetworkTables.

Adding the ability to take a snapshot of what the camera/pipeline is seeing during a match can help a team calibrate their pipeline in between matches when transitioning from different areas with possibly different lighting conditions. See 2018.3 Limelight Changelog
