With a steep decline of priority over time, should this be implemented? If so, it this mono-repo the right place or should it be a separate project?

its not particularly important, tend towards leaving unimplemented unless we have some extra time. I was thinking we might eventually have a second cli tool for lower level / utility functions. eg: lodestar for running the beacon chain/validator, and lodecli (or some other name) for eth2 swiss army knife functionality.
