gossipsub tracks disconnected peers

Describe the bug

starting from v1.34.0, lodestar target peer is 200 but gossip tracks more peers than that

this issue happened starting v1.33.0, does not look like a leak as it does not keep increasing

Expected behavior

gossipsub should track ~200 peers starting v1.34.0

This might be isolated. My node has been running 1.34.0-rc.0 for 24 hours and has remained stable at 200.
